UPDATE TO GASSING INFORMATION ABOUT CLAYTON COUNTY ANIMAL CONTROL, GEORGIA
In Georgia, if a facility was using gas prior to August, 1990, then they are "grandfathered" in, and the "no gassing" law does not apply. That is the case in Clayton County where little Penelope was saved and where they continue to gas dogs. Please see the video below which shows how they are gassed.
